Chong Zhijia

Zhijia Chong is the Head of Public Policy for Energy in the Asia-Pacific and Japan (APJ) region at Amazon Web Services (AWS). In this role, he leads AWS’s energy policy strategy across the region, working with governments, regulators, and industry stakeholders to advance sustainable energy frameworks that support the growth of cloud and data center infrastructure. 

His work spans a broad portfolio of energy policy issues, including carbon-free energy procurement, data center energy regulation, and clean energy transition. He regularly engages with energy regulators and policymakers in Asia on topics ranging from power purchase agreements and green tariff design to data center electricity policy. 

Prior to AWS, Zhijia spent close to a decade at Singapore’s Energy Market Authority (EMA). As Director, he oversaw Singapore’s national gas procurement framework, leading up to the incorporation of Singapore GasCo, and established net new electricity ancillary services capacity on the grid to safeguard power system security and reliability. Earlier at EMA, he led the planning of key reforms including the retail market liberalization that gave all consumers the freedom to choose their electricity He also played a key role in shaping Singapore’s wholesale electricity market, including conceptualising the country’s framework for cross-border electricity trading and representing Singapore in regional power trade negotiations with Laos, Thailand, and Malaysia.  

Zhijia holds an MBA from the Rotterdam School of Management, Erasmus University, and a Bachelor of Social Sciences in Economics from the National University of Singapore.
