The ASEAN-UK Green Transition Fund (GTF) is the UK’s flagship programme under the wider ASEAN-UK cooperation portfolio and aims to accelerate ASEAN’s transition to a clean and climate resilient economy by reducing emissions in key sectors and supporting green economic growth.  

Under the GTF’s energy pillar, Economic Consulting Associates (ECA), together with KPMG Malaysia and Castlerock Consulting, are delivering the Green Grids Rising (GGR) initiative. GGR supports policymakers, utilities, regulators and other stakeholders across ASEAN in developing the knowledge, tools and partnerships needed to accelerate the energy transition while developing resilient, secure grids.  

The initiative focuses on three interconnected themes: the repurposing of coal-fired power plants, the expansion of cross-border power trade and ancillary services, and the development of smart grids and local flexibility services. Through practical playbooks, stakeholder engagement, capacity-building activities and regional power system modelling, GGR aims to support the transition towards a cleaner, more flexible and increasingly interconnected ASEAN power system.
